Suspects arrested with over 23 cloned credit cards in Llano County

Two suspects have been arrested and charged with fraudulent use or possession of credit/debit card information, a second-degree felony, and possession of a criminal instrument, a state jail felony.

Deputies with the Llano County Sheriff's Office made contact with the suspects after responding to a possible fraudulent activity in progress at an HEB store in Kingsland on Saturday, March 7. Deputies arrived at the HEB around 1:30 p.m. and detained the suspects as they were getting into their vehicle.

During the on-scene investigation, evidence was found connecting the suspects to criminal activity.  

They were arrested and transported to the Llano County Jail where they were formally charged:

Frank Osoria-Romero, M, 5/6/85

Charged with Fraudulent Use or Possession of Credit/Debit Card Information, 2nd Degree Felony 
Possession of a Criminal Instrument, State Jail Felony 
$250,000.00 bond

Eslenin Munoa-Mosquera, M, 8/26/94

Charged with Fraudulent Use or Possession of Credit/Debit Card Information, 2nd Degree Felony 
Possession of a Criminal Instrument, State Jail Felony 
DWI warrant from Travis County
$255,000.00 bond

Property/Evidence seized from suspects:

  • Over 23 cloned cred cards
  • Credit card reader/encoder
  • Money orders in the amount of $4,900.00
  • Large quantity of gold jewelry
  • High-end clothing and accessories
  • Blue 2017 Alfa Romeo

Both suspects are Cuban Nationals with Austin addresses and are believed to be connected to a group of individuals involved in similar criminal enterprises. Investigation is still on-going and LCSO investigators are working with State Agencies and other jurisdictions to determine if additional charges are to be filed.
