Governor Abbott declares state of disaster in 13 counties

Texas Governor Greg Abbot has declared a state of disaster in 13 counties as the remnants of Imelda moves through the state. A flash flood emergency has been reported for several greater Houston-area counties Thursday morning.

'It's bad': Imelda soaks east Texas

Forecasters warned that Imelda could bring up to 35 inches of rain in some areas of Texas through Friday. The storm system also brought the risk of severe weather and prompted tornado warnings Thursday morning in the areas hit hardest by flooding.
