Officers then tried to stop a man in a car near the scene who they believe was connected to the call. They say the man stopped briefly, then sped off to Round Rock. The man was able to avoid authorities overnight but was found around 10:15 a.m. in Round Rock in the area of Woodland Lane and Meandering Way.

Residents were told to shelter in place because the man was “possibly armed and dangerous.” Round Rock police, Cedar Park police and U.S. Marshals were able to take the man into custody by 10:45 a.m. using distraction devices. No shots were fired.

Pflugerville police have identified the man as 33-year-old Phillip Lara. On Wednesday they called him a person of interest in Muldrew's death and said he was in the department's custody for questioning. They said he was also facing charges for evading a motor vehicle.
